Texas Parks and Wildlife Conservation Needs Assessment

Texas Tech University contracted with Loomis Austin, Inc. to perform Phase II of a major statewide program review for the Texas Parks and Wildlife Department (TPWD).  The goal of the study, called “Texas Parks and Wildlife for the 21st Century,” was to recommend ways for TPWD TPWD “to
better understand, work with, and serve Texans.” Loomis Austin, Inc. performed Phase II of the
study, including the following four tasks:

1.  Supply Analysis – An inventory of existing parks, recreational, cultural and natural resources, wildlife management areas and associated facilities provided to the citizens of the state, identified by county and administrative level.

2.  Goals Development – To establish
a baseline for the desired levels of conservation for urban recreation, rural recreation, natural heritage, open space, wildlife habitat and cultural resources through the year 2030.

3. Needs Analysis – A comparative analysis of inventory data and the established goals.

4.  Funding – An analysis of appropriate federal, state, local, non-profit and private roles and priorities to establish an estimate of funding needed to accomplish state goals.
